Public four-year colleges and universities that would like to offer existing degree programs at a branch campus, at a new off-campus location, through distance learning, or through a combination of delivery methods can use our Notification of Intent (NOI) process.

The institution emails an NOI to us at least 45 days before the proposed starting date of the program. We post the NOI for 30 days to allow other institutions to review and comment on the program. If there are no objections, our executive director approves the request. If there is controversy, we use our dispute resolution process.
