Diversity and Participation of People of Color in Higher Education: 1999 Report (December 1999) - This report examines the participation of people of color in Washington higher education based on Board-adopted diversity goals, ranging from minority student enrollment, retention, and completion to institutional climate.

Feasibility Study: Distance Learning Enrollments in Independent Institutions (December 1999) - Evaluates the feasibility of collecting Washington enrollment data on distance learning programs, sponsored by private institutions in Washington and institutions outside Washington.

Rural Areas Study: Final Report (July 1999) - Identifies the higher education needs of Okanogan and Jefferson counties and surrounding communities, with a focus on alternative approaches to educational service delivery, facility expansion, relocation or partnership, and long-term growth and future educational demands of the regions. Although the study is specific to Okanogan and Jefferson counties, its findings and recommendations may be relevant to other rural areas of Washington.

Competency-based Admission Standards: Aligning Postsecondary Education with K-12 Education Reform (January 1999) - Outlines progress on the development of a competency-based admissions system for higher education institutions in Washington.

Performance Funding and Accountability (December 1998)
Summarizes the performance of each public four-year institution on five accountability measures, discusses the concerns and questions raised as institutions worked to comply with the requirements, and recommends revisions to the current system.

Spokane Area Higher Education Services Study (January 1999)
Examines how to most effectively channel and coordinate public investment in higher education in eastern Washington and the Spokane area in order to continue to provide the highest quality education for students.

Washington State Need Grant Program: 1998 Policy Study (December 1998) - Evaluates the effectiveness of the State Need Grant program and includes recommendations for program changes to better meet the needs of low-income students.
