Cost of InstructionState law requires the Higher Education Coordinating Board to conduct an education cost study every four years to determine how much it costs Washington public colleges and universities to educate students by discipline and education level. The study reports direct and indirect costs for students at the lower-division, upper-division and graduate levels.
