2008 Strategic Master Plan for Higher
Education in Washington (PDF)
The Washington Higher Education Coordinating Board is charged by state statute with creating a strategic master plan for higher education once every 10 years, with updates every four years. The 2008 plan, adopted by the Board December 15, 2007, was sent to the 2008 Legislature for review and approval. (House Concurrent Resolution #4408)
The Board established an ambitious and highly public schedule for the plan’s development that stressed extensive stakeholder involvement. The board held monthly panel discussions with legislators, leaders of education governing boards and councils, business organizations, demographers, and public policy experts. Community members, elected officials, institutional faculty, staff and students participated in several public forums and discussions throughout the state.
